Press Release – HCC’s 2026–2029 Strategic Plan

Subject: HCC’s 2026–2029 Strategic Plan

The Hellenic Competition Commission (HCC) issued its new Strategic Plan for 2026–2029 (available in Greek here) which sets out its priorities and strands of action for the coming years, ensures consistency between strategy, operational action and measurable results, while enhancing transparency and accountability in the HCC’s operation. The new Strategic Plan is adopted in the context of increased market complexity, rapid technological developments and changing economic conditions, and enhances the institutional and operational role of the HCC in preventing and addressing market distortions.

It includes goals, action strands and Key Performance Indicators (KPIs) which allow for systematic monitoring of its implementation and continuous improvement of the HCC's operation.

Our work is based on the following four main action strands, which are detailed in the Strategic Plan.

  1. deployment of technology and innovation,
  2. development of human resources skills and knowledge,
  3. optimal utilisation of available resources, and
  4. continuous improvement of the Authority's procedures and operations.

These action strands support and implement our key objectives for the period 2026–2029:

  • Strengthening competition law enforcement

The HCC is stepping up its actions in competition law enforcement to allow a more systematic detection and a more effective tackling of anti-competitive practices. In this context, modern data analysis tools and artificial intelligence technologies are used to detect cartels and other infringements, while the Digital Forensics Unit is being strengthened. At the same time, tools for targeted surveillance of high-risk markets are being developed and efforts are being made to speed up merger control procedures and effectively investigate cases with a significant impact on the market

  • Promoting competition and enhancing a culture of compliance (Competition Advocacy)

The HCC undertakes information, training and cooperation activities with public and private bodies with the aim of promoting a better understanding of competition rules and preventing market distortions. These activities include sector inquiries, issuance of opinions, guides and policy proposals for removing regulatory barriers, public consultations and information and training initiatives for businesses, public bodies and consumers.

  • Strengthening the HCC's international presence and cooperation

The HCC seeks to further enhance its role in European and international networks and organisations, such as the European Competition Network (ECN), the Organisation for Economic Co-operation and Development (OECD), the International Competition Network (ICN), and the United Nations Conference on Trade and Development (UNCTAD). In addition, it promotes the development of bilateral and multilateral cooperation, the implementation of joint projects and the exchange of know-how with other national competition authorities and international organisations.

  • Reinforcement of the organisational and operational functioning of the HCC

In this context, the HCC's digital transformation is encouraged through the development of digital case management and monitoring systems, the integration of data science tools and the strengthening of the Authority's digital capacity-building. Also, particular emphasis is placed on human resource development through targeted training programs and the continuous improvement of internal procedures and administrative operation.

With its Strategic Plan 2026–2029, the HCC enhances its institutional and operational role by investing in efficiency, transparency and adaptation to the modern challenges of the economy.

The publication and implementation of the new HCC’s Strategic Plan aim at increasing the trust of citizens, businesses and public bodies in the Hellenic Competition Commission.
