The Hellenic Competition Commission (HCC) will convene on March 18th, 2026, to examine, following the Statement of Objections (SO) of the case Rapporteur, whether there is an infringement of Articles 1 of Law 3959/2011 and/or 101 TFEU by the companies IRIS CONSULTING ENGINEERS G.P., I. ALAVANOS – CH. ATHANASOPOULOS L.P., GEOTOPOS S.A. and TEM S.A.
The case concerns an ex officio investigation into possible anti-competitive bid-rigging practices in the market for the provision of cadastral survey services and support services for the creation of the national cadastre, in breach of Article 1 of Law 3959/2011 and/or Article 101 of the Treaty on the Functioning of the European Union (TFEU).
In view of the findings of the investigation, the above undertakings engaged in a horizontal bid-rigging agreement, namely in an agreement and/or concerted practice with sixteen (16) other undertakings regarding the allocation of cadastral survey service awarding in the context of the KTIMA 13 and KTIMA 16 tenders by commonly determining the lowest bidder for each of the relevant contracts awarding. According to the Statement of Objections, the above infringement extended from September 2013 to December 2020.
It is noted that the SO is not binding on the HCC, which will decide on the case after it has taken into consideration all evidence and arguments put forward by the parties concerned.
