By its Decision No. 891/2025, the Hellenic Competition Commission (HCC), in Plenary sitting, unanimously approved, pursuant to Article 8 (3) of Law 3959/2011, the notified concentration concerning the acquisition of sole control by “AKTOR SPECIAL CONCESSIONS AND PPP PROJECTS SINGLE MEMBER S.A.”, held by AKTOR Group of Companies, over “AKTOR CONCESSIONS SINGLE MEMBER S.A.”
The above concentration concerns the relevant markets for public works, private works, PPP/concession projects, aggregates, metal structures, and green infrastructure projects, the affected markets of which are the broader market for PPP/concession projects and its submarket for motorway construction projects.
Following the assessment of any horizontal, vertical and conglomerate effects of the concentration under review, the HCC concluded that, although falling within the scope of Article 6 (1) of Law 3959/2011, it does not raise serious concerns as to its compatibility with competition rules in the individual markets concerned.
